The new Bulk Purchase Agency of Akwa Ibom State Government and strategies towards sustaining its operations Recently, the Akwa Ibom State Governor, Pst Umo Eno, signed into law, Bulk Purchase Agency Bill that was passed into law by the Akwa Ibom State House of Assembly. The agency, according to the governor, is a response by the government to the high cost of staple food items in Nigeria, exacerbated by the poor economic outlook and mismanagement of the nation’s commonwealth. The governor and indeed some other well meaning Akwa Ibomites believe that this interventionist agency, when it begins operations, will palliate or mitigate the suffering of the people, particularly the downtrodden who seem not to have breathed well in the last seven and half years. It is hoped also that this deliberate action of Pastor Eno-led administration will checkmate incidents of suicides that may be attributed to hunger, stealing, depression and other unwholesome eventualities that the current hardship can brood. Since this idea was birthed by the state government, there has been a mix of commendations from those who hold the view that it will pay off, as well backslash from dissenting views. These divisive positions of Akwa Ibom people are clearly a reflection of human nature which must never see things always from one prism. However, while we commend the governor, Pst Umo Eno and the state for being able to think deeply and come up with this novel initiative, we must not fail to add our views on the strategies that can help the agency work effectively and achieve the full purpose for which it was established. This is important because, more often than not, programmes of the governments hardly survive a life-span. One case in point is the programme of the immediate past administration where garri was sold at Idongesit Nkanga Secretariat, Uyo, but the exercise died untimely. There are other programmes of the government that hardly achieve their essence of establishment. It is therefore on this note that we call on the governor to go beyond the establishment of this agency, to the point where there are implementable strategies in place. The government cannot afford to fail in this programme, especially as it relates to the ARISE Agenda of the governor. One thing the government must do is to ensure that those who will run the agency are not political compensatory individuals who will disadvantage the programme. Individuals of proven character completely far from the corridors of politics are most desired. Civil society organizations and the media should also be made part of the managers of this initiative. This will give the people some hope of transparency and sustainability as well. In the area of distribution, a robust mechanism must be put in place to ensure that the items will not find themselves in the hands of those who are not supposed to have them. Adequate check, monitoring and evaluation mechanism should also be set in motion as soon as the purchases commence. These measures will greatly help in succeeding the programme as it is intended. Also, adequate sensitization regarding those eligible to enrol and purchase items must be put forward. The citizens must be well informed as to the modus operandi of this scheme and where they can go to purchase the items.If all these strategies and many more are implemented, the goal of setting up the agency would have been achieved.
